Policies

 

The policies below apply to all of our (Victoria Chess) tournaments except where otherwise stated on the tournament webpage.  Not all the policies below may be applicable to all tournaments. (e.g. there might not be any "special prizes".)

 

BCCF & CFC Membership 

  • For first time players who a) have no official rating (CFC, USCF, FIDE, FQE, etc.), AND b) are resident in Canada AND c) play in the lowest section, entry fee includes a one year CFC membership.
  • All other players must either be CFC members or purchase a CFC tournament membership (Adult $16, Junior $8) good for the tournament.
  • BCCF membership is included in the entry fee.  BCCF life members are entitled to a $4 discount (please ask the organizers).

 

Refunds:

  • For entries which have been made online full refunds will be given on entry fees  up to the start of onsite registration.   If applicable, this will include CFC tournament membership fees.  For entries that involve us cashing or writing a cheque, $5 will be withheld for handling.  For entries that had us writing a letter of invitation to obtain a visa (see below), we will withhold $25. 
  • Players who paid a "Play up a Section" fee with early registration but at the tournament have had their rating go up to that section will have that fee refunded.
  • In cases where fees have been  paid for side activities, those amounts will generally be refunded up to the time of onsite registration for that side event although depending on the case and type of event,, that might vary slightly.

 

Letters of Invitation:

  • Due to the large number of fraudulent requests for letters of invitation we regret that we do not usually supply a letter of invitation to support a visa application.  Special cases may be different if you are known to us.
 

Byes:

  • 1/2 point byes for up to two rounds are available for every round except the last  if requested before the end of round 1.
  • Zero point byes are available for any round, including the last,  if requested before pairings are made (usually the end of the previous round).
  • Taking a half point bye or a zero point bye does not affect eligibility for prizes.

 

Forfeits: 

  • We use a one hour grace period before the game is forfeited.

 

Ratings:

  1. The player has an obligation to disclose all previous ratings in other countries and regions.
  2. The TD has the absolute right to use any rating that he deems appropriate although in general he will follow the terms below.
  3. The primary rating used is the CFC regular rating provided that the player has an established rating and it is current.
  4. If the player does not have a current, established CFC regular rating but does have a current, established rating in another 'official' system (excluding CFC active ratings), then that rating will be used.  If in this situation, a player has multiple current established ratings in 'official' systems, FIDE will be used as first choice, the player's 'home' system will be used as 2nd choice, and otherwise the TD will use his discretion.  The TD will decide if a given rating is 'current'.
  5. If the player does have a rating(s) in an official system(s) but they are not current or established, then the TD will use his discretion but will be biased towards the player's home system and towards more recent activity.
  6. If the player does not have any official ratings but does have a rating in an unofficial system (e.g. Victoria  Chess Club rating, Vancouver Active rating) the TD may, at his discretion, use that rating.  Internet ratings will typically not be used.
  7. Conversion of other ratings to CFC equivalent will be at the TD's discretion but will typically be done at par.
  8. This rating will be used for both pairing and prize distribution.  Pre-registration lists, wall charts, etc. will use this rating  (perhaps with a notation to indicate source, e.g. FIDE)
  9. For the purposes of determining if the player needs to pay a "play up a section" fee, any reasonable rating meeting the section rating requirements will be sufficient for us to waive that fee (although we may use a different rating as determined above for pairing and prizes).
  10. Unrated players are not eligible for class prizes, only the top section place prizes and the unrated prize (top score by an unrated in any section).

 

Tiebreaks:

  • 1st tiebreak for non cash prizes is individual cumulative score. 2nd tiebreak is cumulative score of opponents

 

Special Prizes

  • Biggest upset prize and top women prize may be in addition to any other prize won.
